Mission Bhumiputra represents another groundbreaking initiative by the Government of Assam, aimed at advancing the government’s commitment to providing accessible public services to the common people. This initiative marks a significant shift towards digital means for issuing caste certificates, discontinuing the manual certificate issuance process. Going forward, students can conveniently submit online applications for Scheduled Caste Certificates, Scheduled Tribe (Hills) Certificates, Scheduled Tribe (Plains) Certificates, and OBC/MOBC Certificates through the Mission Bhumiputra portal.

On the 1st of August 2022, Chief Minister Dr. Himanta Biswa Sarma inaugurated Mission Bhumiputra under the Department of Welfare of Plain Tribes and Backward Classes.

Eligibility Criteria for Mission Bhumiputra:

Nationality: Applicants must be Indian citizens as per the constitution of India.
Domicile: Applicants must be permanent residents of Assam.
Caste: Applicants must belong to one of the following categories in Assam – SC, ST, or OBC/MOBC.
Components of Mission Bhumiputra:
The major components of Mission Bhumiputra include:
Single Application:
– A unified application form will be utilized for all castes, ensuring a uniform and simplified procedure for issuing caste certificates.
Transparent, Digital & Efficient Application Process:
– Certificates will be accessible in the Digi locker under the IT Act, digitally signed by the respective Deputy Commissioners.
– If the father’s caste certificate is enclosed and verified as genuine, the certificate will be issued instantly.
– In cases requiring an inquiry, it must be completed within 30 days, extendable by another 15 days in exceptional circumstances with proper justification.
– Details of all issued certificates will be available for public view.
Special Drive:
– A special drive will be initiated for the issuance of caste certificates.
– This drive will initially cover students in Class IX-XII.
– Deputy Commissioners will provide application formats for caste certificates to educational institutions’ Headmasters.
– The issued certificates will be distributed through principals/headmasters.

How to Apply for an Assam Caste Certificate?

Applicants belonging to the aforementioned caste and seeking to obtain their caste certificate should follow these steps to complete the application process via the official Mission Bhumiputra web portal:
1. Scroll down and locate the Important Web-Links section below.
2. Click on the Mission Bhumiputra Online Application Link.
3. Register by selecting the New Account option.
4. After successful registration, log in using your Username and Password.
5. Once logged in, click on the New Application option.
6. Carefully fill out the application form with all the required information.
7. Upload scanned copies of the necessary documents.
8. Finally, you will be presented with the option to submit your application.
9. After successful submission, you will receive an acknowledgment copy—be sure to save it for future reference.

Documents to be Uploaded for Online Caste Certificate Application:

Applicants must upload scanned copies of the following documents:
  • Applicant’s Photo [Mandatory].
  • Proof of Date of Birth (Choose one: Birth Certificate/Aadhar Card/PAN/Admit Card issued by any recognized Board) of Applicant [Mandatory].
  • Proof of Residence (Choose one: Permanent Resident Certificate/Aadhar Card/EPIC/Land Document/Electricity Bill, Ration Card) of Applicant or Parent [Mandatory].
  • Caste certificate of the father [Mandatory].
  • Recommendation from an authorized caste/tribe/community organization notified by the State Government [Mandatory (in case the father’s caste certificate is not available)].
  • Any other document (Voter List, Affidavit, Existing Caste Certificate, etc.) [Optional].
  • Upload Scanned Copy of the Application Form [Mandatory (in case of applying from PFC/CSC)].

Application Fee for Caste Certificate Issuance:

Applicants seeking a Caste Certificate must pay the following charges, as applicable:
  • Service charge (via PFC/CSC) – Rs. 30.
  • Printing charge (for printing from PFC/CSC) – Rs. 10 per page.
  • Scanning charge (if documents are scanned in PFC/CSC) – Rs. 5 per page.
  • User/Statutory charges – Rs. 30.
