The primary objective of the Mo Ghara Yojana in Odisha is to provide the people of Odisha with the opportunity to purchase their own homes. The State Government is committed to the goal of “Pucca House for All.” Since 2014-15, the State has provided over 3 million houses through various programs. This scheme aims to offer sufficient financial assistance to enable rural households to construct reasonably sized pucca houses. Beneficiaries can receive a housing loan of up to Rs. 3 lakhs, with a one-year moratorium and a ten-year repayment period. Eligibility Criteria

  • Individuals living in a pucca house with two or more rooms covered by an RCC roof.
  • Households that previously received housing assistance of at least Rs. 70,000 through one of the rural housing schemes.
  • Families with a monthly income of at least Rs. 25,000.
  • Owners of a non-commercial four-wheeled motor vehicle.
  • Households where any member works regularly for the government or a PSU or receives a monthly pension from them for their service.
  • Possession of either five acres or more of irrigated land or fifteen acres or more of unirrigated land.

Financial Assistance

  • Program participants are eligible for a housing loan of up to Rs. 3 lakhs, which can be repaid over ten years with a one-year grace period in convenient installments.
  • According to the Cabinet notification, the loan amount slabs are as follows: Rs. 1 lakh, Rs. 1.5 lakhs, Rs. 2 lakhs, and Rs. 3 lakhs.
  • Individuals who have previously received housing aid totaling Rs. 70,000 or less, as well as those with monthly incomes under Rs. 25,000, may qualify for a loan under the Mo Ghara program.

Subsidy Calculation

If the housing loan interest rate charged by a bank is 9%, the EMI will be calculated as follows:
Effective Principal after 1 year @ 9% Interest
EMI @ 9% rate of interest for 10 years (in Rs.)
The actual EMI will vary from bank to bank depending on their interest rates.

Application Submission:
A specific website will be established to facilitate the receipt of applications.
Interested households can apply online at rhodisha.gov.in/moghara by completing the form found in Annexure-A.
Applicants can use Mo-Seva Kendra’s services to file an application and monitor the progress of a loan application.

Eligibility Verification:
After receiving the application, the relevant Block Development Officer (BDO) will check the applicant’s eligibility using the checklist in Annexure-B and upload the results to the special website.
Block workers will use the “Ama Ghara” mobile app to geotag the planned construction site and the current residence.

Plan and Estimate Preparation:
Block will assist the applicant with the estimate and plan preparation.
The responsible Junior Engineer (J.E.) of the concerned Gram Panchayat (GP) will prepare the plan and estimate in consultation with the applicant, according to the standard specified in Annexure-C.
The applicant is free to enlist the assistance of any other qualified individual in creating their estimate and plan.

Approval Process:
Under this scheme, the BDO/Assistant Executive Engineer (AEE) is designated as the approving authority for the plan and estimate.
Before supporting the bank application, Block will upload the approved plan and estimate to the online portal.
